The chairman of HS2 is facing the sack less than five months after his appointment because of fears that costs are spiralling out of control.
Sir Terry Morgan is also set to be removed as chairman of Crossrail, relieving him of leadership of two of the UK's highest-profile infrastructure networks.
The move, first reported in the Financial Times, represents an embarrassing setback for the transport secretary, Chris Grayling.
Theresa May is expected to move against Morgan, whose pedigree Grayling described as "world-class" when he appointed him to HS2 in July. A source said that Morgan was expected to leave both posts within weeks.
It is thought that both Grayling and the chancellor, Philip Hammond, had declared they had no confidence in Morgan's leadership and urged May to remove him.
Downing Street, the Department for Transport and HS2 declined to comment.

In a dig at gender fluid people, Piers, 53, said: "To those asking, I am only identifying as Brad Pitt today.
"Tomorrow, I will be identifying as Angelina Jolie.
#genderfluid." Within minutes the post was flooded with comments including one witty reply from Jamie Vardy's wife Rebecca.

Seeing the tweet, Rebecca Vardy quickly responded: "In that case, please wear a dress and full makeup.
" Though not one to stop stirring the pot, Piers added: "I find your sexist assumption that I have to wear a dress if I identify as a woman DEEPLY offensive.
" Hitting out at Piers' brazen response, one follower fumed: "You're getting boring now Piers.
" "Boys don't wear dresses," another added.
A third continued: "I'm sure Piers does this on purpose to wind the gullible up then sits back and watches the masses jump onto the proverbial bandwagon." "The snow flakes are freaking out right now," a fourth laughed.
Hoping Piers follows through with Becky's request, one supporter begged: "I think you should, make an interesting GMB show." Over the past 12 months, Piers has spoken out against people self-identifying.
